The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster does not uphold the Bill on Amendments to Clause 2 of the Law "On Public Procurement" (re Household Waste)

The bill (Reg. No. 8557) supplements the applicable Law with a provision, whereby its effect is not extended on the cases, when the services on household waste collection are the subject of public procurement.

The Committee members stressed that establishment of preferences for particular economic entities does not conform to part three of clause 18 of the Economic Code of Ukraine, while the suggested amendments might alleviate the control on part of the public authorities over the effective use of state funds, and violate fundamental principles of public procurement fixed by Clause 3 of the Law.
